There’s almost always a cultural barrier to be overcome. I think the point you may have missed from the article (based on your response) is that the government in some countries are a little more strident resisting non-domestic competitors. It happens in different ways in the U.S. and in the E.U. (and elsewhere)— so I’m not calling out China — just that the article’s point was protectionist practices in that country.
