That’s not what this analysis is. I’m not looking for what candidate would won each congressional district. Instead, I’m imagining what would happen if every state’s Electors voted proportionally with the total state results. They wouldn’t be splitting their individual votes, but instead collectively divvying up their votes as a group.
Because it would take a constitutional amendment for this to happen. Considering that the last two times the Electoral College has overruled the popular vote, the GOP won out, I seriously doubt a Republican-controlled House/Senate/White House will allow that to happen anytime soon.
Electors could, in December, decide to vote how their states did — proportionally.
