Agree on the damage to private schools due to infrastructure norms but may be most states already had such rules even before RTE.

My post was specifically about public schools where 70% students study, even today.

…. nowhere in the world could private manage to provide better education at scale. Wherever it’s good, it’s due to governments, not markets! Even Chile, the utopia of libertarian model of education, figures in bottom percentiles in PISA.
