It makes sense if you think that some powerfull adversary surveil your internet usage and you want to hide even the fact you are using tor.

It doesn’t really improve the anonymity aspect.

You should better understand what you really want: privacy or(and) anonymity. VPN in country which has bad relations with yours is fine enough for privacy for regular user (e.g. Russia for USA people, even with Russian surveillance they are unlikely give you up by the first US request. They don’t care).

Tor will be better to anonymity, privacy is under big question because of the reasons which were already been described in this discussion.
