To be honest, I think the differences you’re talking about is exactly the point of the argument.

I feel like the new model you are suggesting will make it more likely that schools will create plans for transforming learning, but less likely that they will actually transform learning. If your hope is that more schools will work at transforming learning, I think you are going about it the wrong way.
