Nothing really odd here except for the peculiar medium used for the teaching moment. All of the beasties from my cursory look were incarnations of weasel words the type of which the OSS worked so hard to remove from use. The OSS apparently strove so hard for objectivity that even that a phrase something like “… the population will not have sufficient food to eat …” was rejected because the assertion that it is a regime’s responsibility to provide food for the population injects subjectivity into a report. That the successor organization to the OSS would preserve this standard in intelligence writing isn’t so surprising.
