Being UK based where there is not as much Seed money as the US the issue is that many people read these articles and try to raise £400K ($750K dollars ) and spend ages without advancing the company. I wrote a post about it a while back:

In the UK and I suspect in many places outside of the US, there are many good companies that fail as they spend their time trying to raise money when simply the eco system does not have enough cash available to invest in all the possible deals at the Seed round. Thus I advice every company I meet to raise a quick, small and dirty round to see if they can get enough traction to raise a proper Seed round.
