Yes there is certainly a need to ensure senior alignment. I guess the requirement for resources would depend on how you define resources (Money? People? Time?) and the culture that the business was moving from. In our instance there always was a culture of autonomy and empowerment at Skyscanner so it felt more about ensuring everyone was aligned to the vision of where we wanted to get to, and then the teams were empowered to take the decisions they needed to get there. It is not necessarily a case of resource being handed down from above as we were already empowered to take the decisions we needed to secure most of the resources we needed ourselves.
