Why is this happening?
By the way, this also appears to be happening in universities — a sector with which I am more familiar. We need a clearer explanation of why this is happening though. Two explanations come to mind:
1. Need for performance metrics at the top level (e.g., derived from the new public management or new corporate governance paradigms of regulation and governance)
2. Growing demand for monitoring fairness, transparency, responsibility, accountability, efficiency, and integrity at all levels of an organisation (again, driven by the new paradigms of public and private sector governance, which exposes the organisation to public scrutiny or investor activism, as the case many be).
True, this is taking the joy out of work (a reason why I took early retirement). But, thinking more positively, this may well be the early signs of a new era of work approaching us.
