Reforming the Electoral College

I've been arguing lately that the best way to preserve the feeling that our votes matter and respect the popular vote while still preserving States' Rights is to use the hybrid method. Coupled with instant-runoff or ranked voting, our citizens would likely turn out in far higher numbers on election day because they would feel that their vote matters and is not simply wasted if their favorite candidate fails to gain momentum. Third party candidates would get a needed boost and become more viable alternatives. But more importantly, we would ALL feel more connected to the system.
