There is the need for a truly federal structure whereby the states are responsible for turning their resources into wealth and at the same time ensuring sustainable and equitable distribution of wealth.

A scenario in which academic staff of universities and civil servants in differently endowed states expect equal remuneration is an example of the ridiculous nature of the system we presently run.
