Dr. Peter Mulhern has Practiced Orthopedic Surgery for Almost 30 Years
Orthopedic Surgeon Dr. Peter Mulhern has worked as a health care professional since the completion of his medical residency in 1988, nearly 30 years. During that time, Dr. Peter Mulhern has experienced a wide variety of medical issues, and the complex records and challenges which arise surrounding the care and treatment of patients. The Health Insurance Portability and Accountability Act is a public statute established in 1996 which required Health and Human Services to adopt standards nationally which unify electronic health care transactions and codes, as well as creating unique health identifiers and beefing up security. Advances in electronic technology are both positive and negative, as they can endanger privacy even while codifying it in a more efficient manner.
Dr. Peter Mulhern and the practice of Orthopedic Surgery in general also has benefited from the Privacy Rule of December 2000, modified in 2002, which set standards nationally for the protection of an individual’s health information through three entities: health plans, health care central office exchanges and health care providers who use electronic record keeping to accomplish patient transactions. The Security Rule of 2003 established further standards for safeguarding the confidentiality, integrity and availability of electronically recorded health information.
Dr. Peter Mulhern recognizes the detailed oversight necessary to protect patient’s rights to health information confidentiality, and the added responsibility it places upon health care providers. Although the minutiae of confidentiality can be complex and confusing at times, for those in the health care field who have made it their specialty to ensure legal compliance with all codes and statues regarding patient privacy, the rules and statutes have created new employment fields. Dr. Mulhern has worked toward simplifying the electronic medical record and endeavored to make it relevant and meaningful for the exchange of information among health care professionals.
