Just in case you haven’t seen it, the Hook Canvas from Nir Eyal is the model I have pointed to in order to get government agencies (and elected officials) to visualize the external triggers necessary before something becomes an internal desire or habit. It’s been a very helpful resource for me in explaining when, where and why to apply gamification.
