No. If the small start up can’t afford to switch frameworks, they can’t afford to sue Facebook. Remember, the clause only triggers if a company sued Facebook for patent infringement. I recommend that small start ups stay out of patent infringement litigation altogether.

If you’re worried about a Facebook lawsuit, don’t use Preact or Vue. If Facebook has patents covering react, those same patents likely cover Preact/Vue/Inferno/etc. But with React, you at least get a patent grant. With the other frameworks, you’re an infringer from second one.
