An early symptom of a failed state is the inability to control the borders. A country needs the ability to repel invasion via standing forces, mercenaries or other marauders. This is why every country needs a strong (native manned) military, well funded dirty tricks intelligence services, and a strong state department staffed and led by people who are there to serve the greater needs of the country and not their own private needs.

There is a basic international rule of law called the peace of Westphalia. All European nations signed on to this treaty ending the 30 years war. It says private citizens may not make war or they will be punished by their home nations. Pakistan failed in this harboring terrorists and terrorism training camps.

Zimbabwe is a classic Marxist failure, as it Venezuela, North Korea . . . The reason no one has invaded is those nations are too poor to be desired (Ransom of Red Chief).
