The Best Way to Hold Employees Accountable

In the IT department where I work, are three people: the boss, my team coworker and I. My team coworker is not a productive person, he gets late to work, he uses the same excuses all the time, etc. We have talked about that for 3 times, and all of them he said that things were going to change. Never change. I concluded that he is not motivated at all with the job. The boss, for some reason, doesn’t want to dismiss him. I keep doing my job the best I can and more, but the thing is that his attitude affect to the department. Any advice?
