Wow. Unbelievable. Do you know if there are cards in there from another country’s jurisdiction? I run a data centre in Canada, and have had great interactions with the Canadian equivalent of Action Fraud — the Canadian Cyber Incident Response Centre: https://www.publicsafety.gc.ca/cnt/ntnl-scrt/cbr-scrt/ccirc-ccric-en.aspx

They are a great organization that jumps on reports of infected machines, phishing attempts, etc. They appear to be part of a global clearing-house that passes on reports to the appropriate jurisdiction. For example, when a cache of stolen FTP credentials were found, CCIRC contacted us to pass on the details of an account on one of our client’s servers.

Perhaps try reporting the crime to another country might get some action.
