I noticed that only the second have of Article V was included in this article. The first half “ The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution” was conveniently left out. Congress has equal power to propose amendments to the constitution. Remind me again who controls both chambers of Congress? Who are leaders of those chambers? Power of the states to hold an Article V Convention is a vital check the States hold on Congress. Right now Democrats still have a deciding voice at the convention with the 3/4 ratification.
