Would there be provisions to protect the privacy of an individual? Many states have adopted legislation like Missouri’s “Safe at Home Program.” Could a person hide their identity from phone companies and the public? Wouldn’t free phone numbers on google or another service and iPods, just become the new prepaid phone?
