I think that the refusal of churches to do background checks coupled with the refusal of members to believe allegations against a pastor has created an unsafe atmosphere at most churches. Protestant churches often pretend that they are safe because they didn't have the same large scale public scandal as the Catholic church did. I think that illusion of safety only allowed churches to continue to handle these issues in house (I.e. by covering them up).
