I was trying to run the idea of a test for the presidency past my friends to have the possibility of making the job more accessible to smarter people.
What we could do to make it democratic is write as an amendment that would also include a way for the people to suspend parts of the federal government for four years:
Those running for the Office of the President under a petition or major party shall appear on the ballot for presidency with two other options of which one of them will be effective only upon both receiving a majority of the popular vote:
A computerized test which shall require knowledge of this Constitution and incredible strategic ability in war games involving: conventional warfare, cyber warfare and financial warfare.
A suspension of all powers and obligations and parts of the Federal government except for:
The Senate
The powers to:
Maintain the integrity of elections and voter rolls except where states have primacy (also an obligation which will require funding from the states equally to this cost exactly).
Maintain the Air Force, Navy, and Army (with majority consent).
Maintain counter-biological and financial warfare efforts (3/5 consent).
Maintain counter-terrorism and cyber warfare efforts (2/3 consent)
Make treaties (2/3 consent).
Declare war (3/4 consent).
Ask states and citizens nicely for troops and money (Senate consent not necessary).
All other powers and obligations will be assumed on something other than this option being successful in the next presidential election/federal referendum in four years.
