I think this is true if the company is asking “how do I gain customers with $1,000?” But if the objective is gaining intelligence/insight/learning for future marketing/growth initiatives, then I disagree.

Example: B2C startup delivers ads on Facebook to their macro-segment, with 3 different messages, each offered 33% of the budget. The CTR that results will tell them which messages are most attractive to their macro-segment. If they are smart, these messages are identical, except for thematic variations — whether they position themselves as “First” “Best” or “Only” for example.
