If you’re using base 95, why not take it a step further and use base 256?

Good question. I had a slight preference for base-95 because it’s human-readable and doesn’t have the potential encoding issues that base-256 has (the index size may expand when encoded as UTF-8, for example). The choice of base doesn’t matter too much in practice as long as it’s decently large.
