When a simple look at the budgets of these entities shows that they spend far more than 900K doing all sorts of things less important than feeding seniors……it’s not at all out of order to point out that if there’s a real social need here, they need to rearrange their priorities. They can manage this program far more efficiently than the feds can.

You’re making an argument from ignorance, but implying this is responsible fiscal governance. So let’s zoom out a bit, and see how city governments have been dealing with their budgets and debts.
