Innovating a governance structure is like any other innovation process — the system must support and reward appropriate risk and provide system actors the space to incubate, test and scale new ideas, be they peer-to-peer accountability measures, school-to-school monitoring structures or empowered parent and student associations. Ideally, there will be a demand for more innovative governance structures that enable new power and promote more collective processes — outwards as well as upwards.
