I think we can in fact espouse these better principles such that they’re tractable, but I often lament the inertia I feel it will take to overcome the current direction.

I think this is exactly what I refer to not rely on tools but focus on fundamentals. Mental models are fundamentals. They are not tractable as you say, but provide more benefits than tool monkeys (as an analogy to code monkeys).

This inertia IMHO is somehow related to The Churn and My Lawn Robert C. Martin always talks about.
