There are many tools that you have available to shape your culture, besides hiring and firing. The most important of all is your own behaviour as CEO. Other tools include discussing the present-day culture and the desired culture, with your management team, and with the whole company.

Actually, hiring and firing is way down on the list. There is a lot you can do to shape your culture without hiring or firing anybody.
