I often think that the key issue in economics is the debate over distributive justice. A society’s attitude about what is ‘fair’ to do with collective resources determines the economic system that will emerge.
In this case, you’re talking about private resources, which digs a bit deeper in to the debate: who or what determines what is a public and what is a private resource, and what rules govern each?
