I don’t think Edge has supported Web App Manifest for a while. In fact, it’s definitely not supported today. You don’t have to believe me, just look at Edge Website:

I think you mixed a couple of things:

  • Microsoft announcement that in the future Windows Store will add PWAs there
  • PWA Builder that creates a package today to “run” your PWA on Windows. A kind of hack they are using today because PWA support on Edge is taking time
  • Hosted Web Apps and Universal Apps for Windows using JavaScript.

Technologies to create hybrid apps has been in the market for a while, but that’s not part of what we call PWA and they are definitely not using the Web App Manifest to install the app but other solutions.
