People said this about radio when it first got popular in the earlier part of the last century. The notion that anybody could send messages on ad-hoc networks to be relayed to another station around the world was the entrancing goal. They thought that governments and telecommunications companies would not need to get involved. By the way, ham radio operators still do that today.

So what changes this? Government happens. The technology merely moves the points of control. Again, I would like to be proven wrong, but past history suggests otherwise.
