While I agree with this notion, it will never come to fruition. If it does, it will be so watered down that it will be almost meaningless.
You’ll see why when those who can barely read and write after 12 years of “education” in the local public schools are given this test and fail. They will then claim that the school systems have failed them and thus denied them the right to their citizenship.
This is the sort of crap that teachers and school systems have to deal with every day. We should never attempt to measure performance in any fashion lest someone from a disadvantaged background discover their disadvantages. Sigh.
