Although I understand the point you’re trying to make, I think the right way to cope with the problems related to mass sport events is not to not attend them or not undertake them. In my opinion, the solution would be to highten security, both during the event and during the preliminary works, and pay more attention to who works on the construction site. Safe equipment and trained personnel is generally less likely to be injured.
Sure, this means that the tickets to attend an event are more expensive. Trainings as well as additional safety personnel adds to the total costs, which are reflected by the ticket prices. If we all are willing to pay for safety, we get safety. Even in Brazil, France or Quatar.
And finally, one more thing regarding terrorism: terror is just the latin word for fear. And we should not fear extremists, because that is their goal.
