So what criteria for hiring somebody are legally allowed? Only skills? And why doesn’t “gets along well with the existing staff” as relevant skill?

I know there are laws against discrimination, but do they really say that if your workforce doesn’t represent the minorities to the exact percentages, you are guilty and liable to be sued?
