Your reasoning is sound, but like most sound reasoning, not necessarily all-inclusive.
There was a saying back in the seventies: “just because you’re paranoid, doesn’t mean they aren’t out to get you.”
Similarly, just because someone in politics called for a policy decision that got proven a misguided one later, doesn’t mean they weren’t lying through their teeth to get the thing to go their way.
No more than bad outcomes prove bad intentions, do bad outcomes necessarily dis-prove bad intentions.
When it comes to the Iraq war, you’d have to discount years and years of prior intent to find some pretext, any pretext, to start that war in that part of the world, to end up believing that all those smart people just had bad intell.
