Curious to learn as I keep reading whether the procurement team thought that half a day was sufficient for the offeror to perform and DHS to evaluate all of the above. I think the demonstration/challenge approach is spot on, but in the post-hoc analysis of this effort what new and exciting ways can we improve upon this critical “technical challenge” method?
