I’d like to one day see officials brag about trying the “smallest-ever” attempt at a contract or vehicle. This sounds snarky but I mean it with serious intent — when there’s $1.5 billion on the line, the losers who would miss out on that market have no other incentive than to protest until corrective action let’s them in, requires a re-solicitation, or cancels outright.
