I think the only way that a social movement would be stopped from rising is corporate or firm banning..I meat that for example Twitter could attempt to ban a social group based on government or corp-power or financial pressure.

But we still have a definition problem..let me explain..most would understand that for the most part the Black Panthers and the Rap group NWA were advocating for some justice..but there might be disagreements about the tone used if its hate speech etc.

And Twitter is trying to work through this definition problem now in their own policy changes.
