If we follow the story of the development we have seen a very careful approach to HF from Core development group. Six month are neither a sufficient amount of time to develop a safe way to hard fork, nor a sufficient time to gather data about the necessity to enlarge the block size. The actual state of the network shows a big reduction in transaction traffic that suggests that the network usage is harder to understand than we all thought.

The most feasible scenario is that studies about hard forks will go on and maybe will improve on Core side.
