Those depopulated areas might be better off in many ways because those who would be worse off had to simply leave or die, while in the big cities even homeless people can smoke cigarettes and never go hungry in some areas (in mine for example, homeless people eat 10$ of breakfast every day because people give them — and they even get cigarettes afterwards, from pious smokers who pass by).
