People might be born with certain traits that will predispose them toward identifying as a particular gender, sure. However, that’s not quite the same as being born with a gender.
I treat “sex” and “gender” as descriptive categories. In that sense they always come “after the fact” and you can’t “have one” in the way that most people think you can. And ultimately, it’s up to individuals to say whether they belong to a specific gender category or not.
Hopefully that clarifies my stance.
