Because the meager profits of low-income businesses are able to easily compete with wealthier, whiter businesses for limited commercial space?
It sounds good in theory but I highly doubt new commercial space would be built for low-income businesses in a gentrifying neighborhood.
Do you have any examples of a specific gentrifying neighborhood where that has happened? Tokyo is a city — we’re talking about the neighborhood level here.
