New market rate housing in poorer neighborhoods (especially in housing markets with tons of pressure & high prices) can displace people. Until there are more comprehensive studies that can account for induced demand, employment factors, and neighborhood amenities (as the UC study mentioned), a local underserved and marginalized community should have the final say. These are communities that have less power and resources and are often the site of new development because the wealthier communities can mount greater political will to fight new development. That needs to change. Until wealthy communities take the pressure off first, PoC/low-income communities shouldn’t have to deal with displacement from factors mentioned above.
