Two thoughts:
1) Apple probably won’t support PWAs because they come too close to being a native app that can be delivered without an App store and without Apple control. That would destroy Apple’s business model of 30% margins and complete control of the Apps and associated advertising.
2) One of Android’s problems is fragmentation, and PWAs, done well, can correct a lot of shortcomings around fragmentation. If you write a PWA website well, and the Chrome / Android default browser is written to load and support them on various versions of Android devices, that will mitigate many, but not all, of the fragmentation issues.
