Lets face it: CSS and HTML is not programming. It never was.
People who cannot code but still want to design/style for the web are usually addicted to a very expensive proprietary toolchain (adobe, apple, etc) that lets them make wireframes or do mark up in WYSIWYG. This makes them kind of useless on the ground.
The reality is someone competent enough to implement and deploy LESS without a proprietary toolchain (using just bash) is already a programmer.
