I think the problem is that until the law is repealed (and a new one is created), procedures have to be regulated on a case-by-case basis. There is no fixed protocol on how to proceed, and hospitals and clinics might not want to run the risk of creating new protocols that might be declared illegal or that might lead to them being sued. In fact, even as an empty husk, Law 40 still prevents infertile people from getting the care they need.
