Wave energy is proportional to wave height ^2. A storm surge can proved a large increase in design loads.
Waves vary in frequency in most parts of the ocean. AC power is most efficiently produced with a less variable input frequency.
The ocean environment either requires expensive duplex steels or expensive maintenance and dive teams.
