To dig a bit deeper, can you also speak to the difficulties in deciding who is responsible in the first place? Crime on the high seas — as Ian’s series so well demonstrates — is a very tangled web. You mention the enforcement role of national governments and international bodies like the U.N. On the markets side, how do you see the role of companies like Thai Union or major buyers of seafood like supermarkets?
