Which is likely why Putin has turned to his ever-more complex efforts to engage in asymmetrical warfare. He’s been busy at all times originating new & improved versions of what that term can mean. The means & methods he’s employing nowadays must seem like a fire-sale value compared to the nuclear option that costs everything, but can’t realistically be used to achieve his goals.
That’s what comes of making it impractical for him to actually use the most powerful weapons he has, while he still has the empirical intentions he’s always maintained. Predators will always find a way, no matter how you block them.
