I have no idea what this means, only that potentially it could be a problem. I have bought a new Lenovo laptop 1 month ago and after 3 days I installed hard disk sentinal to check my hard drive status. All my other HDD’s report a zero value for this metric. 1. Is spin retry count represent an aggregate value (i.e. of all spin retries for the life of the HDD) or a worst case event. Spin retrys are only ever that. It could be stiction. It could be a weak power supply that cant deliver the startup current. If you have a decent multimeter, you could see what happens to the 12V rail during spinup. If it is a power supply problem, you should be able to see the 12V sag during the spinup. But if it sags, it could be stiction.
