I would argue that the diversity issue starts way earlier than college. We have to get girls into tech a very young age. That does not mean forcing girls play with trucks and cars. But showing them that exploration of math and science can be satisfying.

I work with girls in coding camps ages 8–12. Some of the girls are there because their parents want them to be. Some genuinely want to be there. They don’t enjoying coding the same things the boys do, but when we pick projects they enjoy they really get into it. Some of the more reluctant girl coders get into it after a while as they make friends. A few always hate coding. But we have given them the opportunity to explore coding and now they know its an option.

On the other end, diversity initiatives should not be focused just on hiring. I often see that diversity stops at the hiring phase. Retaining top women is not given as much weight.
